The National Offshore Safety Advisory Committee (NOSAC) and its Subcommittee will hold meetings in Houston, TX to discuss the safety of operations and other matters affecting the offshore oil and gas industry. These meetings are open to the public.

The Well Intervention Subcommittee will meet on Tuesday, November 1, 2016, from 1 p.m. to 2:30 p.m. and the full Committee will meet on Wednesday, November 2, 2016, from 8:30 a.m. to 6 p.m.

Agenda: Day 1
The Subcommittee on Well Intervention Activities on the OCS will meet on November 1, 2016 from 1 p.m. to 2:30 p.m. to review, discuss, and formulate recommendations.

Agenda: Day 2
The NOSAC full Committee will hold a public meeting on November 2, 2016 from 8:00 a.m. to 6:00 p.m. to review and discuss the progress of, and any reports and recommendations received from, the above listed Subcommittee from their deliberations on November 1. The Committee will then use this information and consider public comments in formulating recommendations to the U.S. Coast Guard.
Agenda items for the November 2 Committee meeting include the following key topics:
  • Presentation and discussion of updates and a final report to include recommendations from the Subcommittee on Well Intervention.

  • Introduction of a task statement requesting NOSAC's input on the draft Navigation and Vessel Inspection Circular on Cyber Security for Marine Operations on the OCS.

  • Presentations on the following matters:

    • Eighth Coast Guard District OCMI Risk Based Inspection Program;

    • Oil Companies International Marine Forum presentation on their Offshore Vessel Inspection Database Program;

    • Update from BSEE;

    • Strengthening the Safety Culture of the Offshore Oil and Gas Industry Report presented by representatives from the Transportation Research Board.

  • Public comment period.
